Moderators should be able to use it, there's a new icon against each topic. You then have to choose all the replies you want to move and write a title for the new topic.

I've tried this out on our Moderators topic, which was turning into a discussion about forum categories.

Let me know if any errors come up as a few forum files have changed.

This should really help us to control discussions.
