Artisan is the holding company that bought Scharffen Berger and Dagoba, so I'd guess they're looking to raise the price point rather than lower it...

Does anyone else here see a contradiction in terms within this headline?

Actually, Starbucks' old chocolates were actually fairly good overall, so who knows where this will be, but that they're signing on Hershey's suggests they're aiming for a lower price point.
